Not quite clear on gamesharing and making your account primary.

Is the main difference that gamesharing is making your account primary on someone else's ps4 and then redownloading games?How is that different than making your account primary if you have just bought one ps4 and then making two users on that same ps4?Edit: Or can you just not be logged in on multiple ps4's (or multiple playstation smartphone apps)?
