PC will not power on

Description of problem

This PC was built in December 2015 and has been used moderately for gaming on a weekly basis since then. PC will not power on, no POST code is given, no lights turn on, no fans spin. Occasionally when disconnecting and reconnecting a cable, hitting the power button will provide power to the system, lights and fans turn on - but no POST beeps are heard and the PC doesn't boot.

What I've tried so far to resolve the issue

I actually have two of these identical PCs, one with the problem and one without. I've tried swapping the known working PSU into the problem PC and nothing changed. I've removed the RAM, GPU, SSD, CMOS battery, and HDD with no changes to behavior. At this point I'm fairly certain that the motherboard has gone bad but I want to be sure of it before I buy a new one.
