Clone gone wrong?

I just installed a Samsung 850 SSD to a computer with Windows 10 installed on a HDD. I followed all the instructions and used Samsung’s data migration tool. One the system said complete on the clone, I selected the shutdown option. Computer boots, slowly, and it appears an F: WINDOWS folder now appears that is the SSD. Even after I set the boot order to the Samsung, it still boots off the HDD. I unplugged the HDD and recovery tool loads up. I am stumped. Any ideas? I wanted a full clone of my HDD and now I don’t know why it didn’t clone as the C drive. Thanks for any advice!
