[TV/Windows] New TV not running at 60hz with my PC, but it does with consoles.

Got a new 4k TV for Christmas, it's pretty nice, except for the fact that I can't get it to run at 60hz with my PC. I have a Switch and a Wii U which both run perfectly on it not problems. But when I connect my computer it's only at 24hz. I went into the windows monitor settings and my only options were either 23 or 24hz. I have tried 3 different HDMI cables, and none changed anything. I also used those 3 HDMI cables on the consoles and they worked fine. In addition, I've used this PC on a different 4k TV and that worked fine at 60hz. So I know it's not that my PC isn't strong enough [mid range i5 + gtx970], nor is it the TV as it runs 60hz on the consoles, it's just some weird connection between them. Also I have enabled game mode for the picture settings on the TV, didn't do anything on the PC, cut input lag to unnoticeable on the consoles. I'm sure there's just some small thing I'm overlooking because I was kind of excited to play some non demanding and well optimized games at 4k because obviously my pc isnt going to handle something like the witcher at 4k.
