Keep getting Загрузка... on youtube and google chrome is taking longer and longer to load pages. Is this a boot sector virus?

I get this Загрузка... as a hyperlink and whenever i click it it takes me to http://ift.tt/2Ei68wY. I also get some ads about some altcoin. This only affects youtube from what I've seen, but i haven't really explored so it may be on some other websites as well. My google chrome also takes really long to load some random google searches.
