Motorola cable modem won't connect to Netgear wireless router

Description of problem

I'm trying to help my girlfriend get her wireless router hooked up. She uses Comcast for her provider, but bought her own cable modem. Up until now she's always just hooked her laptop up to the cable modem but her stater gave her a wireless router so she could hook her phone, laptop, and wifi capable smart tv all up via WiFi. But I can't get the cable modem to connect with the router. If I bypass the router the laptop connects just fine. And when I put in the routers IP address the laptop can connect to it. But the Netgear genie setup can't detect an internet connection and I can't log into the cable modem when the router is there.

Cause/Steps to recreate the issue

Plug the cable into the modem, the modem into the router, and the router into the laptop

What I've tried so far to resolve the issue

Factory reset the router and power cycled both the router and cable modem.
